Why did the ancient Israelites take possession of the Judean Mountains, and convert the area into the greatest centre of settlement in the country?

The Judean Mountains are barren in comparison with the mountains in the north of the country; for the most part they are desert, as well as being more rugged than the mountains of Samaria and Galilee. The soil in the area is not only poorer than anywhere else in the mountain region, but poorer also than that of any of the country`s regions of Mediterranean climate.
