Herbert Louis Samuel, first Viscount Samuel of Mount Carmel and of Toxteth in Liverpool, was born in that city on November 6th, 1870, in the third year of Mr. Gladstone`s first administration and in the autumn of the Franco-Prussian War. The fourth and youngest son of Edwin Louis Samuel, of the great banking firm of Samuel Montagu, and of Clara Yates of Liverpool, he came on both sides of Jewish stock.
